The Flying Hovercraft features a 34-inch lift fan that rotates at 1,100 rpm, which inflates the skirt, and a 60-inch wood-carbon composite thrust propeller for lifting it above the ground. With a low center of gravity and a composite fiberglass/PVC hull, the hovercraft can operate in sustained wind gusts of up to 25 mph and waves of up to 6 feet in height.

The hovercraft can carry a maximum passenger and pilot payload of around 600 lbs. Control of the hovercraft is achieved by a joystick which controls the elevator and three vertical rudders. A twist friction-lock throttle and a variable drive system that manages the lift fan allow for simultaneous control of forward speed and hovering. Furthermore, Kevlar composite landing skids allow the hovercraft to make a smooth landing when it returns to the water.
